First round of negotiations on the Social Security Agreement between the Republic of Moldova and Canada
The general director of the National Office of Social Insurance , Elena Țîbîrnă, together with representatives of the Ministry of Labor and Social Protection, takes part in the first round of negotiations on the draft Agreement between the Government of the Republic of Moldova and the Government of Quebec in the field of social security, which takes place in Quebec, Canada, from January 20 to 23, 2026.
The draft agreement provides for the granting of old-age pensions, disability pensions, survivor's pensions, and social benefits in the event of an accident at work or an occupational disease. At the same time, according to the provisions of the Agreement, persons who have worked in both countries but are not eligible for a pension in one of the states will be able to benefit from the totalization of contribution periods in order to meet the conditions for granting a pension.
The Republic of Moldova has currently signed social security agreements based on principles of proportionality with 20 states, and the signing of the Agreement with the Government of Quebec represents a continuation of efforts to build a social security system for Moldovan citizens living abroad.
