The efficient operation of the public social insurance system relies both on the payment of mandatory state social insurance contributions and on the proper administration of the registry of contributors to the State Social Insurance Budget (BASS).
The National Office of Social Insurance (NOSI) ensures the registration and administration of contribution payers in accordance with the provisions of current legislation, including through the electronic exchange of data with the relevant authorities and institutions.
Did you know that most contributors no longer need to contact the NOSI's territorial subdivisions to be registered?
Currently, for most categories of contributors, information regarding registration, changes, or cessation of activity is automatically transmitted to the NOSI through electronic data exchange with the relevant authorities and institutions.
This mechanism helps ensure that information is updated in a timely manner, simplifies administrative procedures, reduces data processing time, and eliminates the need for contributors to repeatedly submit documents.
Did you know that not all categories of contributors are automatically registered?
According to Article 26(1) of Law No. 489/1999 on the public social insurance system, entities and individuals not subject to Law No. 220/2007 on the state registration of legal entities and sole proprietors are required to register within 10 business days from the date they obtain the right to carry out a specific activity, as payers of state social insurance contributions, with the territorial subdivision of the National Office of Social Insurance (NOSI) within whose jurisdiction their registered address is located.
These categories include:
✔️ self-employed professionals in the legal sector (attorneys, notaries, bailiffs, authorized administrators, and mediators);
✔️ permanent representative offices of non-resident entities;
✔️ diplomatic missions and consular offices accredited in the Republic of Moldova;
✔️ individuals engaged in the purchase of products from plant science and/or horticulture and/or plant-based items.
For these categories, registration is carried out based on the registration application and the documents specified in the Regulation on the Registration of Contributors to the State Social Insurance Budget, approved by NOSI's Order No. 275-A of November 27, 2015, as subsequently amended and supplemented.
At the same time, individuals and entities that register directly with NOSI's branches are required to notify the institution of any changes to the information provided at the time of registration, including in the event of suspension or cessation of operations, a change of address, or other relevant changes, in accordance with the conditions set forth by law.
Why is accurate record-keeping of contributors important?
A complete and up-to-date registry of payers enables the accurate identification of individuals and entities required to pay social insurance contributions, contributes to the efficient administration of obligations to the state social insurance budget, and ensures that administrative processes within the public social insurance system operate under optimal conditions.
The National Office of Social Insurance continues to develop and modernize the processes for managing and maintaining records of contributors by expanding electronic data exchange with public authorities and leveraging digital solutions, so that the services provided are increasingly efficient, accessible, and tailored to the needs of citizens and the business community.
