NOSI, through the territorial offices of social insurance (hereinafter TOSI), distributes spa treatment vouchers to persons covered by Law No. 190/2003 on veterans and Law No. 317/2024 on war veterans—that is, persons with veteran status.

For the year 2026, 76 million lei have been allocated from the state budget for the health rehabilitation of veterans.
Citizens of the Republic of Moldova with permanent residence in the Republic of Moldova are entitled to receive a free treatment voucher at the rehabilitation centers of the Ministry of Labor and Social Protection and at other institutions of this type.
Once every three years, the following categories are entitled to receive a treatment voucher:
1. labor veterans and veterans of law enforcement agencies (veterans of military service, veterans of internal affairs agencies, the National Anticorruption Center, state security agencies, and the prison administration system).

Labor veterans are defined as individuals who have been awarded orders and medals or who have been granted honorary titles of the Republic of Moldova or the former USSR, or departmental distinctions, and who have at least 30 years of service for women and 35 years for men, as well as individuals who do not have veteran status but who have at least 35 years of service for women and 40 years for men.
Veterans from law enforcement agencies are considered to be individuals who have been awarded orders and medals or who have been granted honorary titles of the Republic of Moldova or the former USSR or departmental distinctions and who are entitled to a pension based on length of service or upon reaching the retirement age, as well as military personnel who have been classified as disabled as a result of injury, contusion, mutilation, or an illness contracted while performing military service.
On May 7, 2026, Law No. 63/2026 amending Article 16 of Law No. 190/2003 on veterans entered into force (Official Gazette of the Republic of Moldova No. 194–197, Article 166, dated May 7, 2026).

In Article 16(1)(c) of Law No. 190/2003 on veterans (Official Gazette of the Republic of Moldova, 2003, Nos. 84–86, Art. 392), as subsequently amended, the text “, with the exception of employed persons and those engaged in various forms of entrepreneurial activity,” is excluded.
Thus, effective May 7, 2026, persons who are employed and/or engaged in various forms of entrepreneurial activity and fall into the following categories:
•    Labor veterans,

•    Military service veterans (who are entitled to a pension based on length of service or upon reaching the retirement age), 
•    Veterans of the internal affairs agencies, the National Anticorruption Center, the state security agencies, and the penitentiary administration system (who are entitled to a pension based on length of service or upon reaching the retirement age),
are entitled to a treatment voucher—once every three years at rehabilitation centers of the Ministry of Labor and Social Protection and at other institutions of this type, under the conditions established by the Government.

2. Persons with war-related disabilities are entitled to treatment vouchers once every two years. 
To obtain treatment vouchers, veterans and persons with war-related disabilities must submit an application to the TOSI's office in their place of residence to be registered, or electronically via the government’s public services portal (www.servicii.gov.md) or the official NOSI's website (www.cnas.gov.md), provided they meet the eligibility requirements for this benefit, and not in advance.

Regarding balneotherapy and sanatorium treatment through the NOSI's for insured persons
The organization of disease prevention and the restoration of employees’ work capacity through balneotherapy and sanatorium treatment is carried out by NOSI, with the participation of labor unions and employers’ associations in accordance with the provisions of the Regulation on Benefits in the Public Social Insurance System for the Prevention of Illness and the Restoration of Insured Persons’ Ability to Work through spa and sanatorium treatment, approved by Government Decision No. 290/2010 (hereinafter the “Regulation”).

According to the Law on the State Social Insurance Budget for 2026, funds in the amount of 30.0 million lei are allocated from the state social insurance budget for the restoration of health through balneotherapy and sanatorium treatment for insured persons.

For balneotherapy treatment of insured persons and veterans this year, treatment vouchers were purchased at the following institutions:

- “Struguraş” in the village of Cocieri, Dubăsari District, 
- “Bucuria Sind,” Vadul lui Vodă, 
- “Nufărul Alb,” Cahul,  
- “Codru” in the commune of Hîrjauca, Călăraşi District, 
- “Dnestr,” Camenca.
In total, 9,411 tickets were purchased for the year 2026 at a cost of 106.0 mln lei, of which 1,115 tickets worth 10.8 mln lei were for individuals insured through the CNSM, 1,982 tickets worth 19.2 mln lei for individuals insured through TOSI, and 6,314 tickets worth 76.0 mln lei for veterans.
