Operational Report on the Execution of the State Social Insurance Budget for the First Six Months of 2026

According to the Operational Report on the Execution of the State Social Insurance Budget, during the first half of 2026, the state social insurance budget collected revenues totaling 27,515.2 million lei, or 53.5% of the approved annual plan.
Mandatory state social insurance contributions totaled 14,823.0 million lei, or 47.3% of the annual target, representing an increase of 1,272.1 million lei (9.4%) compared to the amount collected during the same period last year.
Other revenues amounted to 525.4 mil. lei, an increase of 121.5 mil. lei (30.1%) compared to the same period of the previous year. Of the total amount, the largest portion—510.4 mil. lei—came from the single tax collected from residents of information technology parks, while the portion from the single tax collected from independent contractors amounted to 7.5 mil. lei.
Transfers from the state budget totaled 12,166.8 million lei, in accordance with funding requests, of which:
- 8,574.0 million lei—allocated for the payment of social assistance benefits and other payments;
- 3,592.8 million lei—allocated to cover the shortfall in own revenues of the state social insurance budget.
Total expenditures amounted to 26,262.4 million lei, or 51.0% of the planned annual amount. Compared to the same period last year, expenditures increased by 1,296.7 million lei, or 5.2%.
The execution of the state social insurance budget for the first six months of 2026 resulted in a surplus of 1,252.8 million lei, with revenues exceeding expenditures.
The cash balance in the NOSI's accounts as of July 1, 2026, was 1,602.6 million lei.
