Information notice for freelancers in the field of justice.

The National Office of Social Insurance reminds that, according to the provisions of Law No. 489/1999 on the public social insurance system, all persons practicing in the justice sector—lawyers, notaries, bailiffs, authorized administrators, mediators – are required to register, within 10 working days from the date of obtaining the right to carry out a certain activity, as payers of state social insurance contributions at the territorial subdivision of the National Office where they have their legal address.
This obligation, provided for in Article 26(1) of the aforementioned Law, applies to persons who do not fall under the scope of Law No. 220/2007 on the state registration of legal persons and individual entrepreneurs.
NOSI points out that the registration obligation applies to all freelancers, regardless of their social status: retired persons, persons with disabilities who carry out their activity in a legal form, beneficiaries of social allowances, or persons included in the categories of payers provided for in points 1.1–1. 6 of Law No. 489/1999. 
At the same time, in the case of employed persons, the lack of insured income and/or the suspension of the individual employment contract does not constitute grounds for exemption from the payment of fixed contributions. Situations such as maternity leave, leave to care for a child up to the age of 4, or unpaid leave of more than one month do not exempt the person from the obligation to register as a contributor.
⚠️ Attention! Failure to comply with the registration deadline may cause difficulties in recording social contributions, affecting the correct determination of the contribution period and social rights.
The National Office of Social Insurance encourages all self-employed individuals who have not yet registered to contact their local NOSI's office, according to their legal address, to complete the legal registration procedure.
